تنضم تيانجين للتمويل والضرائب إلى أيدي الشركات للاندماج في "مبادرة الحزام والطريق"

China Financial News June 6, 2017On the shore of the Red Sea facing Asia and Africa, there is an industrial park that has sprung up from the ground --- China-Egypt TEDA Suez Economic and Trade Cooperation Zone (Editor's Note: Hereinafter referred to as TEDA Cooperation Zone). More than 2000 years ago, the ancient Silk Road connected two ancient civilizations, China and Egypt. Today, Tianjin finance and taxation people join hands with the "Silk Road people" in the 21st century to rejuvenate Egypt.

Up to now, the central government and Tianjin have invested nearly 0.4 billion yuan in the TEDA Cooperation Zone, attracting nearly US $1 billion in investment and financing, and nearly 70 production and trade enterprises have settled down, paying about 0.2 billion Egyptian pounds in taxes and creating more than 3000 jobs. Tianjin Finance and Taxation has joined hands with enterprises to integrate into the "Belt and Road", docking 10 development strategies of countries along the route, and continuing to write a new Silk Road and a new chapter.

Building a "bridgehead" for unimpeded trade"

Ten years ago, the TEDA Cooperation Zone was still a barren Gobi. It was a model "TEDA model" for Tianjin people to operate China's development zones. It copied the past from the overall planning of the park and the transformation of infrastructure to investment promotion and management services. The 1.34 square kilometers of land quickly changed miraculously, contributing 0.15 billion US dollars in annual output value to Egypt and 0.2 billion US dollars in total import and export.

In the past three years, China has invested more than US $50 billion in countries and regions along the "Belt and Road Initiative" route, and Chinese enterprises have built 56 economic and trade cooperation zones in more than 20 countries. Tianjin is the first region to invest in the construction of economic and trade cooperation zones in Africa. In this regard, the central and local governments provide financial support for construction enterprises. Subsidize the planning and design, environmental assessment, engineering supervision and security projects of the cooperation zone, subsidize the loan interest of enterprise financing investment, subsidize enterprises to build factories in the cooperation zone, set up catering, finance, consulting, clinics, schools, warehousing and other service institutions, subsidize the relevant rent of enterprises and the operating expenses of coal, water, electricity and gas, Subsidize the agency fees and export credit insurance fees of the export cooperation zone of enterprise products, provide food subsidies and emergency disposal expenses for Chinese personnel in the cooperation zone.

Today, the TEDA cooperation zone is clean and tidy, decorated with green trees and flowers, ripples in the pond, modern factories are scattered, and container trucks are driving on the spacious roads, in sharp contrast to the boundless desert outside the park. Xu defa, director of the second Department of economic construction of Tianjin Finance Bureau, said that with the support of the central government and Tianjin financial funds, 32 manufacturing enterprises and 38 other types of enterprises have settled in the cooperation zone, and five industrial parks, namely, petroleum equipment, high and low voltage electrical appliances, new building materials, textile and clothing, and agricultural machinery, have been built. The bank, hotel, apartment and other service facilities in the shared area are complete. Employees live in employee apartments and can exercise or study after work. Locals dream of working here.

This year, the TEDA Cooperation Zone will dovetail with the national strategy of the "Suez Canal Corridor". Tianjin will support the expansion of the 6-square-kilometer new area, which can accommodate 200 enterprises, attract investment of US $3 billion, sell sales of US $10 billion, and provide more than 40000 employment opportunities. to form a "bridgehead" for unimpeded trade in Africa's "Belt and Road Initiative". Support enterprises to start a new journey in Saudi Arabia, Saudi Arabia's nearly 40 industrial parks may all be managed by Tianjin TEDA Holdings, the two sides have signed a framework agreement, "the belt and road initiative" is docking "Asia, Europe and Africa global hub".

Laying facilities to connect "big corridor"

The rubber powder modified asphalt made by mixing waste tire powder with asphalt has many advantages such as low temperature resistance, high temperature resistance and low maintenance cost. With this core technology, Tianjin Haitai Environmental Protection Technology Company and Russian University have jointly established a joint laboratory to carry out industrial cooperation. In 2018, during the World Cup in Russia, a 5-kilometer demonstration road will be displayed in front of the world.

In the past few days, Yu Qiang, chairman of Tianjin Haitai Environmental Protection Technology Development Co., Ltd., has been extremely busy, commuting between China and Russia, keeping a close eye on the business progress of the Russian branch. In June last year, Haitai Environmental Protection Company and the Russian National Research University of Technology jointly established a joint laboratory. Yu Qiang said excitedly that President Xi put forward the idea of facility connectivity at the "Belt and Road Initiative" International Cooperation Summit Forum, and Russia proposed docking with the Eurasian Economic Union, which is a rare historic opportunity. We have reached an agreement with the Russian transportation department to build this demonstration road at the home of the 2018 World Cup in Russia under the proposal of the Russian Federal Highway Agency. Now we have begun to build a factory in Leningrad.

In the next two years, Haitai Environmental Protection Company plans to develop in more countries along the route. "In addition to Russia, we are cooperating and docking with six Gulf countries, Saudi Arabia, the United Arab Emirates, Kuwait, Qatar, Oman and Bahrain. With the help of the 'Belt and Road' initiative, we will make good use of the 1 million yuan support funds provided by the municipal finance to continuously expand the influence of overseas facility construction." Yu Qiang is full of confidence in this.

"The road is open, and all industries are prosperous. The financial department should help technology-based enterprises to 'go global', not only to let enterprises learn foreign advanced technology, but also to promote their own good technology abroad, to drive the construction of facilities in countries along the route." Zhang Jin, Director of Economic Construction Division I of Tianjin Finance Bureau, said, "The city finance has set up a special fund for 'Belt and Road' international science and technology cooperation to support the integration of science and technology enterprises into the 'Belt and Road'. As long as the registration of research and development institutions is completed overseas, there are investment, personnel, equipment and venues, they can declare and identify as 'going out' science and technology cooperation enterprises, and the city finance will give 500000 yuan to 2 million yuan."

Through special support, more than 20 scientific and technological enterprises in Tianjin have carried out scientific and technological cooperation with countries along the route, established 11 overseas technology promotion centers, promoted a new model of "going out" for a number of typical enterprises, and formed a driving demonstration effect. it has mobilized a large number of scientific and technological enterprises such as Haitai Environmental Protection to "go out. At present, Tianjin science and technology enterprises have reached more than 300 cooperation intentions with relevant foreign units and signed 42 cooperation agreements or memorandums of cooperation, laying a "big corridor" for Tianjin science and technology enterprises to actively participate in international cooperation and enhance their overseas innovation and development capabilities. to achieve win-win cooperation ".

　　Provide policy communication "beacon lights"

"Thanks to the help of Tianjin tax authorities, we have successfully avoided paying 990000 yuan of tax to Indonesian tax authorities." Song Hongjun, financial director of Huadian United (Tianjin) Company, lamented. In September last year, their company undertook a construction contract for the overhaul of a unit of Huadian Group's Bali Power Plant in Indonesia, with a contract amount of 9.9 million yuan. Unexpectedly, the local tax authorities in Indonesia required the project to withhold 10% income tax before paying the contract.

"We were not sure at that time, so we quickly turned to the tax department." Song Hongjun said. After learning about it, the Dongli District State Taxation Bureau combined with the contract signed by the company to answer its questions. According to the tax agreement signed between my country and Indonesia, it was determined that the company's contract period was 35 days, which did not exceed the 6 months stipulated in the tax agreement. Pay taxes to Indonesia, so open a green channel, immediately issue the "Chinese Tax Resident Identity Certificate" for the company, and communicate with the Indonesian tax department in a timely manner to avoid double taxation. In 2016 alone, Tianjin tax authorities issued 79 "China Tax Resident Identity Certificates" for enterprises, and enterprises applied for tax treaty treatment of 64.86 million yuan.

While companies are "going out", the risk of tax compliance is also increasing. Some companies are either helpless and swallow their anger in the face of international tax risks, or they spend a lot of money on intermediaries, but the results are not satisfactory. Mou Xinyong, director of the Tianjin Municipal State Taxation Bureau, said that many "going out" companies lack a systematic understanding of foreign tax systems. When encountering overseas tax discrimination, they do not know how to protect their own tax rights and interests, and there are also insufficient attention to international tax risks and prevention. Problems such as lack of awareness and fluke. To this end, the Tianjin taxation department has launched the "Belt and Road" packaging service, including the establishment of a tax agreement consultation mechanism for countries along the route, the establishment of a "going out" enterprise risk household registration management system, the regular holding of international tax "lecture halls", and the opening of "going out" enterprises. Measures such as green channels and simplifying the export tax rebate review process will escort "going out" enterprises to enter overseas.

What is "risk household registration" management? Gao Qiufeng, deputy director of Tianjin Local Taxation Bureau, said that this is the original creation of Tianjin tax escort "Belt and Road. It is to set up an electronic file system for enterprises and individual investment projects, guide enterprises to invest abroad and demand, provide information on the tax system and tax environment of the invested country, designate specialized personnel to handle tax registration, overseas income declaration and other related matters for "going out" enterprises and individuals, help enterprises and individuals solve tax-related problems, help enterprises make full use of bilateral tax agreements, and provide policy services for overseas enterprises. Establish a bilateral tax consultation mechanism, open tax dispute acceptance business, help cross-border taxpayers avoid double taxation and tax losses, and reduce corporate and individual tax risks.

It is commendable that the "Belt and Road" risk control household registration management established by the Tianjin taxation department has received responses from many countries along the "Belt and Road" such as Indonesia and Malaysia. They have also successively established a tax risk management system for Chinese enterprises to jointly conduct tax risks. Control management and open the door to tax policy communication. The tax departments of the two sides guide investment and construction enterprises to implement strategic docking, service enterprises to integrate into the local community, life and cultural environment, eliminate estrangement, mutual acceptance, mutual recognition, and write the same chapter for the "Belt and Road.
